A couple of thoughts from how I would look at it:

Realize an '86 745 stock, in perfect condition with 10,000 actual miles just went for $10,500 about a year ago.

Because of the rims, manual tranny, new exhaust, and paint to get $ 3800 seems entirely possible in my opinion, but it all depends on how well, to what extent, each of these was done, how solid is the rest of the car and who you are selling to. i.e. Was the paint a $500 job, 3000 job or 10,000 job? Same question with the sound system. how do the seats feel, new or sagged out?

For instance if high quality paint, if sound with many new features and great sound, if suspension was already tight, tranny shifts good, is really fun and pulls like crazy, no AC issues, no leaks, no cracked dash, seats not sagged out and overly worn, carpets very decent, good rubber at the windows doors, I would consider to buy for up to $6 K. Im guessing with present condition you or buyer would have to put in another $2000 - $4000 in parts plus time to get it there from where it is now, as suspension will likely be a big effort.

Suggest you fix or pay to have fixed, the "minor?? " issues AC and suspension issues, powers steering leak, or they will be seen to be a risk of being "major" by the buyer as well as a nuisance to have to arrange to fix, and you can expect to e disappointed in what you will be offered.

Wonder if you can hit the state for loss on the project. Due to the State's arbitrary / overbearing schedule to move out, you are forced to abandon a project after investying but before it is done. What was your investment your time and money till now and how much to replace that ? Maybe that argument can recover something.
