By the way when I was checking for power at the fuel pump fuse #23, I had to have someone starting the car and I had the test light on the fuse. When it cranked I got power to the fuse, when the ignition switch was just in the on position there was no power to the fuse. So the car needs to be cranking to check for power to that fuse.

I think you either have a bad crank position sensor or your fuel pump is bad. Did you purchase a new fuel pump? You can also take your fuel pump out and connect it directly to battery to see if it spins strong.
