Both, actually...

The contractor said that if the goal is to keep vehicles out (as opposed to just decoration or lawn edging) then this larger "tall slant" curb is required. It can have the rebar inside for maximum strength, unlike the shorter "slant" shape.

Here are their five: standard shapes.

The grass side required maximum strength since that is where people seem to drive off. Putting this curb with the rebar right on top of the existing exposed aggregate driveway is their strongest application. They lay down a liquid adhesive and put the curb on top of it, feeding the rebar inside.

For the other side, cars generally do not drive over the edge. Rather than maximum strength, my goals were for appearance and drainage.

They dug a trench next to the existing driveway and added more concrete to the curb, so it goes down into the dirt several inches. The curb is placed 1" on the existing driveway edge, and about 5" into the garden bed. It also has the rebar, though due to the placement it will have a little less strength. Placement next to the drive means a loss of less space, though.

This "tall slant" curb itself is 4.5" tall on the back, 2.5" tall on the front, and 6" wide.


Fourth pic in the original post shows the grass side, curb being put on top of the driveway.


And this shows the other side, how the curb is about 1" on top of the driveway, 5" into the dirt.
