That is deceptive (though not on your part). As far as I know, most if not all State's license plates are reflective, so a flash will almost always glare on the LP when taken from a close distance. That's why red light cameras have the flash mounted well away from the intersection at a high angle. Try the same picture with a LP that does not have the spray on it, at the same distance, and you'll get the same results.

The other reply that mentions Mythbusters was correct. They tested the very photo blocker spray that is advertised above and it did not work. They also used the very same camera system that is used for photo enforcement.
