Try changing your tyres - how old / how many K's on them? The fact that the vibration doesn't seem as evident when the tyres are warm suggests you might just have tyres which are prone to flat spotting from sitting. If the vibration is not harmonic through the speed range where it's most noticeable then it's not a wheel balance issue. At higher speeds the centrifugal force on the tread is sufficient to overcome the flat spots.
