Ok, now I feel like a total doofus.

Fuse 53 physically looked ok. When I pulled all my fuses I was using an autoranging DMM (fluke 189) and it was not on beep. It showed a megaohm reading because I was touching the leads with my hands. I was going thru it so fast that I didn't pay attention to the readout. Just saw it change and kept on going.

The dealer also missed it because the tech there also only visually inspected the fuse.

So it was fuse 53 that was blown. Yor troubleshooting was right on the money. That fuse says central locking on it yet the central locking continues to work with the key in the door lock and with the switch in the center console. The two things that do no work when 53 is blown are the remotes and the lock on the fuel door.
