If your model is equipped with the Fuel Consumption Indicator, and the FCI is not working, then it could very well be the little board behind the cluster. If my memory serves me correctly, this unit is located behind the cluster on the firewall. I have had this problem +/- 12yrs ago, and vividly remember that the replacement of this board solved the problems.
