If you have 20-pin diag connector under hood (pre 01 cars) then always use that one. Also as Fister said make sure OBD cap is on as it has bridging pins.
I used PA-soft 1.36 on 97 540 using usb to serial adapter. had troubles it wouldnt work. Changed millisecond response timing in the setup screen from default of 100 to 25. I was able to read IKE and most other modules and do some things. Still is a little spotty but in general much better.

What kind of USB to serial adapter are you using? You want to use one with the FTDI chipset. Ill tak e alook at mine and post which one it is when i get time.

Also I used the 1.4 demo with K line adapter flawlessly so if yours doesnt work even with that then your car could possibly have an issue. I would think more probable that your usb to serial adapter is the issue.
Try my advise and let me know.
