Subject: Oh, wait a minute. There are definitely quotas.

My grandfather retired from the force and my dad recently left, maybe not in Chi-town, but down south, highway patrolmen have quotas. They have quotas on DUI charges and speeding. Why do you think they have DUI checkpoints on new years or the fourth of July. How about speed traps on the 1st and 15th of every month. Don't play innocent. That's how cops get promotions. Their promotions are based on performance and what better way to show that you are performing as a police officer then to show your supervisor that you have issued the most traffice tickets for the month or you've arrested the most folks for DUI in your department for the month. I have friends who are cops. I know who, what, when, and where they target folks.
