I live near a railroad line in South Georgia and someone told me that something was settling on my car called "rail dust"

It looks like very very small dots of rust all over the car and does NOT wash off.

You have to use Meguires Scratch X to remove it, but I don't want to keep doing that, for fear of sanding my paint completely off the car.

Anyone know what the hell this is ?
