its job. This device controls air flow from the intake manifold to the throttle butterfly to maintain a smooth idle. If this part is bad, idle is rough for about 90 seconds then no problems.

It can be tested electrically. The three pins should have 40 ohms of resistance between 1 and 3 and 20 ohms of resistance between 1 and 2 or 2 and 3. If it fails these, replace. If not maybe cleaning it will help. Try not go let cleaner flow into the electrical motor part of the unit. It will carry a bunch of crud with it.
